In order to create blogger based custom search engine you need to Login to Google Custom search with yours google account , you dont need to create seperate account , for that ,but if you want then you can create it.
* Go to Google CSE homepage and click [Create a Custom Search Engine] button.
* Fill all Fields according to your Google CSE basic information. Here you can give a name for your Google CSE. If you want that search will be done only in yours blogs then tick Mark [Only sites I select] option,:-D
* If you want to put some more website to include in yours search engine then specify a list of web sites url to search. ( i want to search only with one sites so i put one sites) :) Now enter your blog URL with slash and apteryx (/*) behind it. Click on [Tips on formatting URLs] to find out reason of using this format . Otherwise just type your blog url there ,as shown in below image. :-|
* Hiting [Next] button will redirect you to next page, there just clicked [Finish] button. and you are done with creating Custom Search Engine (CSE),Now only left with placing of codes in yours Blogger websites. :D
* Finish Click will Redirect you to Custom search Hompage from there click on Control Panel. :P
* After reaching Control panel click on Code Tag , and Click on option On a Google-hosted page ;) to display result in Google Hosted page ,if you want to display result in yours blogspot page then it is possible but it will take time to display results ,so better use Google-hosted page.
* Now copy the code and paste anywhere where you want the search engine to appear.
* You can also change the appearance of Search Engineaccording to yours blog design through Look and Feel Tag
* If you want to make money through Custom search engine then look for Make money Tag for details .

Steps To Add Related Blog in blogger webpage
1. To do this, Login into your blogger account. Usually you will bring to Dashboard after login.
2. Choose your blog and click “Layout”
3. Click “Edit Html” subtab og the “Template” tab
4. Before adding “Related post“feature, please backup you template by clicking Download Full Template and save your template. You can use it if you get error when make modification of your template.(optional)
5. Check “Expand Widgets” checkbox at at the top of the Edit Template text box. This expands the Blog Posts Widget Code within which is the comments code.
6. Scroll down the template and find below code in template
7. Copy and Paste The “Related post code”Just After above code
